Education Institutions:



The Government Tertiary institution, Engineer Kawuliza Kasadha tertiary institution is still under construction. We anticipate that this will go a long way in absorbing students from the secondary schools.

Each parish has a primary school apart from the newly created ones. Some parishes are also very big making the pupils to move for long distances to access education and hence need for construction of another primary school.

All the secondary schools both government and private are benefiting from the Universal Secondary Education program. Much as it’s government Policy for each sub-county to have a government Aided Secondary school, Bugiri district still has four (4) sub counties of Iwemba, Nabukalu, Buluguyi and Bulidha without secondary schools.

Classroom Space

Construction of classrooms has been supported by different programs like Prisfac Classroom Construction Grant(CCG), African Development Bank (ADB), European Development Fund(EDF), DDEG, Uganda Community Based Associate for Women and Children Welfare (UCOBAC), New Forest Company and World Vision. Currently we have a total of 866 classrooms giving a ratio of 1: 100.

Staff Quarters

There are fifty-one (51) staff houses in the Primary schools giving a ratio of 1:30. The district needs 650 staff houses in order to realize the 1:3 ratio.

Additionally, there are three (3) staff houses at the District headquarters constructed by the Danish International Development Agency (DANIDA) for the Special Needs staff.


The sanitation situation needs more attention. Most of the pit latrines were constructed way back by United Nation International Children Fund (UNICEF) and Rural Water and Sanitation Program(RUWASA). Currently the department uses funds for the School Facility Grant(SFG) to construct pit latrines however the funds are not enough to address the demand.

Efforts of the department have been supplemented by development partners. Uganda Muslim Rural Development Association(UMURDA) with support from GOAL constructed pit latrines and water harvesting facilities in Muterere and Bulidha Sub counties, OCOBAC had constructed pit latrines and class rooms in Bulesa and Buluguyi sub counties and World Vision has constructed classrooms and pit latrines in Nabukalu, Buwunga and Nankoma Sub counties.

The current pit latrine stance ratio is 1:70 compared to the National one of 1:40.


The desk pupil ratio for Bugiri district is 1:60 against the national which is 1:3. This is an indication that some pupils still sit on the floor. This has grossly affected the reading and writing skills save for a few schools.

Administrative Structure of the Schools:

All the schools have functional School Management Committees(SMC) and Board of Governors(BOG) as per the Education Act 2008. Voluntary committees like the Parents Teachers Association have also been established to give support to the headteachers in management of the schools.

Staffing in Schools

Bugiri district has a total of 1433 teachers, 792 being male and 641 females out of the 2014 teachers recommended by the Ministry of Education and Sports. More teachers will be recruited with time as the wage bill improves.

Academic Performance

The performance of the district is still wanting at all levels of primary, ‘O’ and ‘A’ level. Few first grades have been realized at those levels however, there are efforts being put in by the various stakeholders to address the poor performance.

The department regulary organizes meetings with teachers at sub county level, capturing daily attendance of teachers and forwarding errant teachers to the reward and sanction committee, skills enhancement for teachers in the different fields, regular inspection and monitoring are also being done, education conferences have been organized to seek views from other stakeholders. Those among others are being done to improve on the performance.
