DISTRICT LEADERSHIP
Bugiri District has 3 counties with 15 Sub-counties and 1 Town council. There are 101 parishes with a total of 548 villages/ LC I.
WORD FROM THE CHAIRMAN
The NRM government has made far reaching people-centred changes but in my view as a local government practitioner, the decentralization policy is among the most fundamental. According to His Excellency Yoweri K. Museveni, the President of the Republic of Uganda and Chairman NRM, the policy of decentralization is aimed at bringing services nearer to the people on in line with the Kisoga saying that “Omuigo ogweghalwa ti gwiita musota.”
As a political head of the district since its inception, I compare the Bugiri then and of now and conclude that attainment of district status has tremendously contributed to our development as a district and the sky is the limit.
Avoiding the temptation of naming all players lest I forget some key persons I generally take the opportunity of thanking everybody who played a role in ensuring that Bugiri attains district status. More so I thank the people of Bugiri and the NRM leadership of entrusting me with various capacities in the service of the district.
At attainment of district status, Bugiri had 99 government aided schools but we are now boasting of 231. This achievement is mainly attributed to our being beneficiaries of the school facilities grant right away from its pilot stage (PRISFAC).
Health services have greatly improved as all our 16 sub-counties except three have Health Centre IIIs which are points for curative and primary health care at grass root level.
The road network has also greatly improved. Although there are still challenges, we now enjoy more mileage of well maintained roads. There has also been considerable improvement in the sector of water, community-based services and generally law and order.
I can therefore say without any doubt that decentralization has improved the general welfare of our population hence improving their demands and consumption habits.
My humble appeal to the population of the district is that everybody should take keen interest in whatever they do and also seek expert advice whenever necessary. My other reminder is that as we clamour for our rights we should also endeavor to fulfill our obligation.
On the other hand, I appeal to you to conserve our biodiversity for the good of sustainable development. More so as a forester, I feel obliged to encourage you to plant more trees.
Finally, I would like to remind everybody including myself that prosperity for all goes hand in hand with hard work for all i.e. bonna bagagawale goes hand in hand with bonna bakole. Please organize yourselves in SACCO (Saving and Credit Cooperatives) in preparation for the bonna bagagawale soft loans which the government has promised. And remember NRM has a track record of not backtracking on her manifesto.
